摘　　要：当今世界,传统与非传统安全问题交织,构建普遍安全格局是与所有国家息息相关的重要时代命题。在传统时代,中国作为东亚国际体系的核心,负有维护自身安全和朝贡体系成员国共同安全的使命和责任。因此,在追求普遍安全方面,中国有着深厚的历史底蕴和丰富的思想资源可供借鉴。其中,爱好和平、追求“天下一家”以及用“王道”平衡“霸道”的思想有力推动了传统安全格局的建构与形成。爱好和平的理念深刻烙印在中华文明基因之中,追求和平是华夏文明奠基时期先哲的共识,也是历代国家安全治理的终极目标。“天下一家”观念一定程度上消解了由于“夷夏之防”造成的民族隔阂与疏离,有利于各民族间在平等基础上实现和平共处和交流互鉴。“王道”思想“尚文”“睦和”“重仁德”,有效制约了国家发展过程中出现的暴力、自私、扩张的“霸道”倾向,避免出现“国强必霸”的局面。上述观念对维护世界和平、推进普遍安全和丰富共同、综合、合作、可持续的新安全观具有重要的启示和借鉴意义。In today's world,traditional and non-traditional security issues are intertwined,and the construction of a universal security framework is an important proposition closely related to all countries.In the traditional era,China,as the core of the traditional East Asian international system,has the mission and responsibility to maintain its own security and the collective security of tribute system member countries.Therefore,in the pursuit of universal security,China has a profound historical heritage and abundant intellectual resources to draw upon.Among them,the ideas of peace-loving,pursuing“the world as one family,”and using the“Wang Dao”to balance“Ba Dao”have strongly promoted the construction and formation of the traditional security framework.The concept of cherishing peace is deeply ingrained in the genes of Chinese civilization.The pursuit of peace was a consensus among the ancient philosophers during the foundation of Chinese civilization,and it has been the ultimate goal of national security governance throughout history.The concept of“the world as one family”has to some extent dispelled the ethnic estrangement caused by the“Differentiation between Yi and Xia”,which is conducive to achieving peaceful coexistence and exchange and mutual learning among all ethnic groups on the basis of equality.The“Wang Dao”ideology,which emphasizes culture,harmony,and benevolence,effectively restrains the tendencies of violence,selfishness,and expansionism that may arise during the process of national development,tavoiding the situation where“a strong country will inevitably dominate”.The above concepts have important inspiration and reference significance for maintaining world peace,promoting universal security,and enriching the new security concept of common,comprehensive,cooperative,and sustainable development.
