农村普惠保险减贫机制及空间效应研究

摘　　要：在应对农村地区贫困问题的过程中,普惠保险发挥着不可替代的重要作用,尤其在经济补偿、风险保障方面,普惠保险天然地契合了农村居民对风险管理的需求,且兼具政策性和公平性,不会将弱势群体排斥在外。本文采用2011-2021年省级面板数据并利用熵权Topsis法对我国农村普惠保险进行测度,之后通过实证表明:农村普惠保险减贫可以通过收入增长与缩小收入分配两个渠道降低贫困发生率,并且农村普惠保险只有在经济发展水平较低的地区有较好的减贫效应,而经济发展高的地区农村居民对其并不敏感。进一步研究发现农村普惠保险减贫效应还具有显著的空间溢出效应。In order to deal with the problem of poverty in rural areas,the rural inclusive insurance plays an irreplaceable important role in poverty reduction.In terms of economic compensation and risk security,it naturally meets the needs of rural residents for risk management,and it is both policy-based and fair,and will not exclude the vulnerable groups.Using the 2011-2021data and using the entropy weight Topsis method,this paper measures the rural inclusive insurance in our country,then through the empirical evidence shows that:the rural inclusive insurance poverty reduction can increase income growth and improve income distribution two channels to reduce the incidence of poverty,moreover,the rural inclusive insurance has a better effect on poverty reduction only in the areas with lower economic development level,while the rural residents in the areas with higher economic development are not sensitive to it.Further research found that the poverty reduction effect of the rural inclusive insurance also has a significant spatial spillover effect.
