抗美援朝时期北京市优抚工作的历史考察

摘　　要：抗美援朝时期优抚工作的丰富开展,为巩固国防、增进军民团结、鼓舞前线战斗士气、取得战争胜利发挥了重要作用,有着突出的时代特色和历史价值。优抚对象规模的扩大、抗美援朝运动的开展、优抚工作的既有进展等,是北京市抗美援朝优抚工作的时代条件。浓厚社会氛围,立足重大节庆开展群众性拥军优属运动;聚焦烈属军属现实困难,重点做好农村代耕和城市生产就业工作;丰富优抚政策,落实退役安置、褒扬抚恤等优抚政策,是北京市抗美援朝优抚工作的主要内容。通过围绕抗美援朝持续开展优抚工作,北京市有效凝聚了各界群众支持抗美援朝运动的思想共识,发展了优抚工作体制和政策制度,解决了优抚工作存在的问题,实现了优抚工作在探索中的发展。The rich and extensive preferential treatment work carried out during the War to Resist US Aggression and Aid Korea played a significant role in consolidating national defense,promoting unity between the military and the people,boosting the morale of front⁃line soldiers,and contributing to the eventual victory of the war.The expansion of the scope of preferential treatment,the advancement of the war campaign,and progress made in the preferential treatment work were all key factors shaping the preferential treatment work in Beijing during that period.The main elements of the preferential treatment work included organizing mass support campaigns for the military and martyrs’families,addressing the practical difficulties faced by military families with a focus on rural farming and urban employment,and refining preferential treatment policies concerning veteran resettlement and martyrs’honoring.By continuously advancing preferential treatment work around the War to Resist US Aggression and Aid Korea,Beijing effectively mobilized the public to support the war effort,developed a preferential treatment framework with a sound system and good policies,solved the problems existing in the preferential treatment work and enabled the preferential treatment work to develop in exploration.
