开发区管理体制改革的动因与路径研究

摘　　要：随着开发区不断发展,基于运营主体、运营理念以及运营权限上的调整需要,开发区管理体制经历由政府主导到企业主导的转变。开发区发展目标的转变、管理机构的重塑等是开发区管理体制转型的重要原因。而实现治理模式法治化、落实行政权力下放、确认管理委员会行政主体资格等是开发区管理体制改革的重要路径。只有厘清开发区管理体制的现状、转型原因和改革路径,才能进一步回应园区“先试先行”探索过程中体制改革的时代需求。With the continuous development of development zones,the management system of development zones has undergone a transformation from government led to enterprise led based on the adjustment needs of operating entities,operating concepts,and operating permissions.The transformation of development goals and the reshaping of management institutions are important reasons for the transformation of the management system in development zones.The legalization of governance mode,implementation of administrative power delegation,and confirmation of the administrative subject qualification of the management committee are important paths for the reform of the management system in the development zone.Only by clarifying the current situation,reasons for transformation,and reform path of the management system in the development zone can we further respond to the era’s demand for institutional reform in the process of exploring the“pilot first”policy in the park.
