摘　　要：随着法治中国建设进程的深入推进,法治在地方毒品问题治理中的优势日益凸显。作为地方毒品治理的基本遵循,地方禁毒立法具有多重的功能价值。但是,通过梳理总结我国地方禁毒法律规范,可以发现我国地方禁毒立法还存在着缺乏地方特色、能动创新性欠缺、立法科学性不足等问题,导致地方立法无法满足地方毒品治理需求。因此,必须提高政治站位,充分认识到地方禁毒立法在毒品问题治理和法治中国建设中的重要作用;扎根于地区毒品问题治理实践,持续凸显地方禁毒立法的地方特色;在法制统一原则的统摄下,积极创新地方毒品问题的治理方式和治理模式;强化立法前和立法后的评估工作,保证地方禁毒立法的科学性。With the deepening of the construction process of the rule of law in China,the advantages of the rule of law in the governance of local drug problems are increasingly prominent.As the fundamental principle of local drug control,local anti drug legislation has multiple functional values.However,by reviewing and summarizing the local drug control laws and regulations in China,it can be found that there are still problems with the lack of local characteristics,lack of initiative and innovation,and insufficient scientific legislation in local drug control legislation,which leads to the inability of local legislation to meet the needs of local drug governance.Therefore,it is necessary to elevate the political stance and fully recognize the important role of local anti drug legislation in the governance of drug problems and the construction of a rule of law in China;Rooted in the practice of regional drug problem governance,continuously highlighting the local characteristics of local drug control legislation;Under the principle of unified legal system,actively innovate the governance methods and models of local drug problems;Strengthen the evaluation work before and after legislation to ensure the scientific nature of local drug control legislation.
