摘 要:建政初期,上级派遣南下老干部、地方选拔和培养新干部是湖南农村建政和各项社会改革运动开展的两支主要骨干力量。南下老干部和地方新干部基于来源、经历、素养的不同,造成了他们之间有着不同的优势、不足和相互之间的隔阂。为化解困局,湖南各地党委和政府采取了一系列行之有效的举措以强化南下老干部和地方新干部队伍建设,这样,他们的思想观念和行为方式发生了根本变化,干部严重匮乏问题得以解决,农村各项社会改革运动得以顺利进行。During the early years of nation building,veteran cadres dispatched to the South and locally selected and trained new cadres constituted the two chief mainstays for rural governance and social reform initiatives in Hunan.With differences in origins,experiences,and qualifications,the southbound veteran cadres and the newly appointed local cadres had different strengths and weaknesses,and there existed mutual misunderstandings between these groups.In order to address these challenges,the CPC Party committees and governments across Hunan implemented a series of effective measures to strengthen the construction of both cadre teams,so that fundamental changes occurred in their ideological outlooks and behavioral practices.The problem of serious shortage of cadres was resolved and the social reform movements in the rural areas were carried out smoothly.
