陈毅《建军报告(初稿)》未被中共七大采用考析

摘　　要：由陈毅主笔、历时近10个月、为中共七大而作的军事报告——《建军报告(初稿)》,较朱德主持、代之而作、一个月内仓促写成的《论解放区战场》,所涉时段更长、史料更丰、数据更准,分析说理更显功底,所费心力明显大得多。但如此高水准的一篇力作,为何未被七大采用?对此,既有公开解释均悬浮于表层而未能触及问题实质。本文依据相关史料,通过探索《初稿》的写作初衷、成稿过程、框架内容及当时中共面临的形势任务和实际情况后认为,《初稿》未被采用主要是因为:其大部分内容不合当时所面临的形势与任务;其基调不合七大的主题、方针与共产国际指导意见;其部分观点触及“三个必须”红线、未形成党内共识、不宜公开;其对华北军分会的批评上纲上线,难免影响团结、造成负面情绪。但《初稿》作为一篇重要历史文献,今天仍具有重要的理论价值和现实启示。The Draft Report on Army Building(hereinafter referred to as the Draft),written primarily by Chen Yi over a period of nearly ten months for the Seventh National Congress of the Communist Party of China was a military report that involved much more effort and featured a longer time span,more abundant historical materials,more accurate data,and more solid analytical reasoning than On the Liberated Area Battlefields which was written hastily within one month under Zhu De's leadership and which ultimately replaced the Draft.Despite its high quality,the Draft was not adopted by the Congress.Why?Existing explanations remain superficial and have not addressed the core of the issue.Drawing on relevant historical materials,this paper explores the original intention,drafting process,framework,and content of the Draft,as well as the situational context and tasks faced by the CPC at the time.The Draft was not adopted primarily for the following reasons:its content was mostly inconsistent with the situation and tasks;its tone was misaligned with the Congress theme and policies and the Comintern's guidance for the Congress;certain viewpoints touched on the“three imperatives”red line,lacked internal consensus and were unsuitable for public disclosure;and its criticisms of the North China Military Sub-Bureau were overly harsh,potentially affecting unity and morale.However,the Draft,as an important historical document,holds significant theoretical value and realistic inspiration today.
