排子河邓州段纳污能力核算及污染防治思路研究

摘  要:调查入河污染负荷并核算河流纳污能力,对于协调地区经济发展与环境保护具有重要指导意义。文章基于控制断面水质达标要求建立“水质评价-入河污染负荷计算-纳污能力核算-断面达标评估”技术体系,对排子河邓州段水环境现状及污染防治思路进行探讨。结果表明:2020年排子河邓州市断面水质能够达到“十四五”水质考核目标,主要定类因子为NH_(3)-N、TP。2020年COD、NH_(3)-N、TP入河污染负荷分别为1022.73、43.13和22.89 t/a,主要污染源为畜禽养殖污染、农业种植污染和乡镇生活污染,污染源主要分布在陶营镇、都司镇及林扒镇。当水质目标为地表水Ⅳ类时,研究河段COD、NH_(3)-N、TP的纳污能力分别为1750.58、113.04和23.03 t/a,能够承载其入河污染负荷,但仍存在TP、NH_(3)-N超标的风险;当未来水质目标提升至地表水Ⅲ类时,河段TP、COD纳污能力不足,需削减入河污染负荷比例分别为43.38%和31.41%。建议从减排、增流、加强监管三方面入手构建水污染防治体系,进一步提高排子河邓州段水环境质量。Investigating the pollution load and calculating the pollutant carrying capacity of the river is of great guiding significance for coordinating regional economic development and environmental protection.Based on the requirements of the water quality compliance of the control section,a technical system of“water quality evaluation-river pollution load calculation-pollutant carrying capacity accounting-section compliance assessment”was established,and the current situation of water environment and pollution prevention and control ideas in the Dengzhou section of the Paizi River were discussed.The results showed that in 2020,the water quality of the section of Dengzhou City of Paizi River could meet the water quality assessment target of the“14th Five-Year Plan formulation”,and the main classification factors were NH_(3)-N and TP.In 2020,the pollution loads of COD,NH_(3)-N,and TP into the river were 1022.73,43.13,and 22.89 t/a,respectively,and the main pollution sources were livestock and poultry breeding pollution,agricultural planting pollution,and township life pollution,and the pollution sources were mainly distributed in Taoying Town,Dusi Town,and Linba Town.When the water quality target is surface water classⅣ,the pollutant carrying capacity of COD,NH_(3)-N and TP in the study section is 1750.58,113.04 and 23.03 t/a,respectively,which can withstand the pollution load into the river,but there is still a risk that TP and NH_(3)-N exceed the standard.When the water quality target is raised to surface water classⅢin the future,the pollutant carrying capacity of TP and COD is insufficient,and the proportion of pollution load in the river that needs to be reduced is 43.38%and 31.41%,respectively.It is suggested to build a water pollution prevention and control system from three aspects:emission reduction,flow increase,and strong supervision,so as to further improve the water environment quality of the Dengzhou section of the Paizi River.
