“共同缔造”视角下农村生态环境治理机制研究

摘　　要：农村生态环境治理是一项长期性、艰巨性、复杂性任务,涉及“谁来治理“”治理什么“”怎么治理”等方面。如何从机制层面推进农村生态环境治理,已经成为迫切需要解决的现实问题。生态环境共同缔造是通过党委领导、政府主导、群众参与,把社会力量广泛发动起来,共同探索农村生态环境治理的方法路径,能够推动构建多元共治的农村生态环境治理模式,主要包括生态环境决策共谋、生态环境发展共建、生态环境设施共管、生态环境治理效果共评和生态环境发展成果共享。该文借鉴产业经济学的结构-行为-绩效(SCP)模型,构建了“共同缔造”视角下农村生态环境治理的“治理结构-治理行为-治理绩效”理论框架,系统分析了农村生态环境治理的治理结构、行为和绩效,对农村生态环境治理的机制进行了探讨,得出以下结论:农村生态环境治理结构主要是由政府主体、市场主体、社会主体和村民主体构成,不同的治理主体在推进农村生态环境治理时治理行为不同;农村生态环境治理的“共同缔造”是根据不同主体的治理需求,充分调动各类治理主体的方式,强调村民主体需尽可能参与到治理全流程中去;不同的治理主体对治理目标各有侧重“,共同缔造”强调各治理主体充分参与,对整个治理活动科学评价,获得反馈意见,进而对生态环境治理的结构和行为调整,促进农村生态环境治理能力提升。Rural ecological environment governance is a long-term,arduous,and complex task that involves issues such as“who to govern”,“what to govern”,and“how to govern it”.How to promote rural ecological environment governance from the mechanism level urgently needs to be solved.The joint creation of a beautiful ecological environment is a local ecological environment governance model which can promote multi-governance,through the government leadership,mass participation and the social forces widely mobilized to join in.It can promote the construction of a diversified and co governance model for rural ecological environment governance,mainly including ecological environment decision-making,co construction of ecological environment development,co management of ecological environment facilities,co evaluation of ecological environment governance effects,and sharing of ecological environment development achievements.This article draws on the SCP theory of industrial economics to construct a theoretical framework of“governance structure governance behavior governance performance”for rural ecological environment governance from the perspective of co creation.It systematically analyzes the governance structure,behavior,and performance of rural ecological environment governance,and explores the mechanism of rural ecological environment governance.The following conclusions are drawn:the governance structure of rural ecological environment is mainly composed of administrative entities,market entities,social entities,and autonomous entities.Different governance entities have different governance behaviors when facing rural ecological environment governance.The joint creation is a way to fully mobilize various governance entities based on the governance needs of different entities,and villagers should participate in the entire governance process as much as possible.Different governance entities have different focuses on governance goals,and together they avoid potential decision-making errors at the upper level.Throug
