摘　　要：近年来,随着规划业务向全过程、规划服务向伴随式转变,过去重指标、静态化的规划实施评估方法在新的工作模式下亟待向全过程、系统化、交互式转型。聚焦新城新区,基于城市规划是一个完整过程的理念,从实施前、实施中、实施后3个时间维度构建新区规划实施评估体系,从“以评促编、以评促管、以评促建”3个方面探索3个时间维度下的评估重点和评估方法。同时,结合海口江东新区的陪伴式规划服务,探索贯穿规划建设全过程的新区规划实施评估体系的实践应用,为国内各新城新区开展全过程的规划实施评估工作提供思路和参考。In recent years,with the transition of planning business towards full-process and planning services towards accompaniment,the traditional approach to planning implementation assessment,which focused on indicators and was static,urgently needs to transform towards a full-process,systematic,and interactive model under the new working paradigm.Focusing on new town and new area,based on the concept that urban planning is a complete process,an evaluation system for the implementation of new area planning is constructed across three time dimensions:pre-implementation,implementation,and post-implementation.The evaluation priorities and methods under these three time dimensions are explored from three aspects:"using evaluation to promote planning,using evaluation to promote management,and using evaluation to promote construction".Meanwhile,combining with the companion-style planning services in Haikou Jiangdong New Area,the practical application of the whole-process evaluation system for planning implementation is explored.This provides ideas and references for conducting whole-process planning implementation evaluations in other new towns and new areas nationwide.
