流域综合治理规划“省—市—县”三级协同传导体系构建——以十堰市丹江口库区为例

摘　　要：基于湖北省、十堰市和丹江口县级市三级流域综合治理和统筹发展规划编制实践,对比湖北省不同层级流域综合治理规划的侧重点,构建“省级规划统领指导、市级规划传导协调、县级规划落地实施”的流域综合治理规划三级协同和传导体系,以及基于流域统筹的多主体、多要素协同治理模式。通过“省—市—县”三级协同传导,将目标指标和重点任务逐级细化,有效落实乡镇等基层主体的实施与治理责任,有利于更好地保障流域治理的精准性、落地性和实施性。流域综合治理规划的“省—市—县”三级协同传导体系,对湖北省和十堰市治水护水、确保丹江口库区“一库碧水永续北送”具有规划引领作用,也可为其他相似地区提供可复制、可借鉴的经验参考。Based on the practice of comprehensive watershed management and integrated development planning compilation in Hubei Province,Shiyan City and Danjiangkou County-level City,comparing the focuses of comprehensive watershed management planning in Hubei Province at different levels,a three-level synergistic transmission system of comprehensive watershed management planning is constructed,featuring"provincial-level planning leading and guiding,municipal-level planning transmitting and coordinating,and county-level planning on the ground and implementing",as well as a multi-body and multi-factor synergistic governance mode of watershed integration.Through the provincial,municipal and county three-level synergistic transmission,the target indicators and key tasks are refined at each level,and the grass-roots implementation and governance responsibilities of townships and other subjects are effectively implemented,which is conducive to better guaranteeing the accuracy,landedness and implementation of watershed management.The provincial,municipal and county three-level synergistic transmission system of comprehensive watershed management planning plays a leading role in planning for Hubei Province and Shiyan City in terms of water management and protection,and ensures that"a reservoir of blue water is permanently delivered to the north"in Danjiangkou reservoir area,and also provides replicable and referential experiences for other similar areas.
