摘　　要：统筹是区域协调的根本要求,规划传导则是贯彻落实整体发展要求的基本保障。聚焦湖北省“省-市-县”三级流域规划实践,在规划体系的纵向传导和横向统筹中,面向规划传导中的方向偏移和规划统筹中的跨界挑战两大问题,提出资源整合、联合管理、统一架构、严守底线、全局优先等策略,以实现上下贯通,推动全局发展。通过规划实践,湖北省不仅有效落实区域发展要求,统筹各项规划的深度融合,促进区域协调发展,也为其他地区的统筹规划与规划统筹提供经验借鉴。Coordination serves as the fundamental requirement for regional coordination,while planning transmission is the basic guarantee for implementing overall development requirements.Focusing on the"province-city-county"three-level watershed planning practice in Hubei Province,and addressing the two major issues of"directional deviation"in planning transmission and"cross-border"challenges in planning coordination during the vertical transmission and horizontal coordination of the planning system,solutions are proposed to ultimately achieve vertical integration and promote overall development.Through planning practice,Hubei Province has not only effectively implemented regional development requirements,coordinated the deep integration of various plans,and achieved coordinated regional development,but also provided experience and reference for the overall planning and planning coordination of other regions.
