流域视角下守住国土空间安全底线的规划思路与实践

摘　　要：守住国土空间安全底线是新时期推动国家可持续发展的必要前提。流域作为最完整的“自然—社会—经济”复合系统,以水为纽带将自然资源与人文要素相串联,是守住水安全、水环境安全、粮食安全、生态安全等安全管控底线最有效的载体。提出流域视角下守住国土空间安全底线的规划应对思路,即以流域为基本单元识别安全问题与风险、建立与流域特征问题相契合的底线清单、分级分类明确流域治理重点、建立跨行政区划的管理协调和考核机制,并以湖北省流域综合治理和统筹发展系列规划为例,对规划编制思路进行深入探讨,旨在为其他同类规划提供参考。Safeguarding the bottom line of territorial spatial security is a necessary prerequisite for promoting sustainable national development in the new era.As the most complete"natural-social-economic"complex system,river basin connects natural resources with human elements with water as a link,and is the most effective carrier to keep water security,water environment security,food security,ecological security and other security control bottom line.The planning response ideas to hold the bottom line of territorial spatial security are explored from the perspective of river basin,that is,identify security problems and risks by taking the basin as the basic unit,establish a bottom-line list corresponding to watershed characteristics,categorize and clarify the priorities of watershed governance,establish a cross-administrative coordination and assessment mechanism,and the comprehensive management and overall development planning of river basin in Hubei Province is taken as an example to conduct an in-depth discussion on the planning ideas,aiming to provide reference for other similar planning.
