摘  要:在全球科技博弈加剧和产业链供应链安全压力不断加大的背景下,我国集成电路产业面临关键技术受限与创新动力不足的严峻挑战。培育开放可控、技术领先的创新生态系统已成为推动产业实现跨越式创新和突破的战略选择。本研究基于创新生态系统理论和协同创新框架,构建集成电路产业创新生态系统的基本模型,深入分析系统的核心要素、运行系统和动力机制。研究发现,自主构建产品开发平台是创新生态高效运行的核心驱动;强化企业在技术创新中的主体地位是实现技术突破的关键。为此,本研究提出了构建激励相容的多元化投入机制,优化政产学研用协同创新网络,推动建立面向全球的开放合作机制,为我国集成电路产业的自主创新与高质量发展提供了系统化解决方案。Against the backdrop of intensifying global technological competition and mounting pressures on industrial and supply chain security,China's integrated circuit(IC)industry is facing the severe challenges of limited key technologies and insufficient innovation power,and the cultivation of an open and controllable innovation ecosystem with leading technology has become a strategic choice to promote the industry to achieve leapfrog innovation and breakthroughs.Based on the theory of innovation ecosystem and the framework of collaborative innovation,this study constructed a basic model of the IC industry's innovation ecosystem,providing an in-depth analysis of its core elements,operational systems,and driving mechanisms.The findings revealed that the autonomous construction of product development platforms was the core driver for the efficient operation of the innovation ecology,while strengthening the role of enterprises as the primary agents in technological innovation is critical for achieving breakthroughs.Accordingly,this study proposed to build a diversified input mechanism with compatible incentives,optimise the government-industry-university-research-utilisation collaborative innovation network,and promote the establishment of a globally oriented open cooperation mechanism.These measures offered systematic solutions for the independent innovation and high-quality development of China's IC industry.
