京津冀城市群基本公共服务供给效率的时空演变、困境与路径选择

摘　　要：公共服务供给效率的提升对保障和改善民生、促进共同富裕具有重要作用。研究采用超效率SBM模型与Malmquist指数模型对2018—2022年京津冀城市群基本公共服务供给效率进行测度,进一步探索时间与空间多角度公共服务格局特征。研究发现:京津冀各维度公共服务供给效率水平各异,公共教育服务“单点突破”领先于医疗卫生、社会保障服务;区域效率形成以北京为极核、其他城市参差不齐的“梯级化”格局;空间效率分布呈“点轴状”高值集聚,形成“东北—西南”轴向高效率区域。此外,基于效率动态演化角度,发现医疗卫生服务“一马当先”,效率进步最为显著,技术进步作用凸显;全域整体效率发展“平稳渐进”,呈现良好发展态势。从协调、资源、技术三个层面探讨效率提升的现实梗阻,据此提出相应对策建议。未来,京津冀应着眼于协同发展的战略要求,立足三地基础,整合公共服务资源,形成京津冀优势互补、合作共赢的公共服务发展新格局。The improvement of the efficiency of public service supply is important for ensuring and improving people’s livelihood and promoting common prosperity.The basic public service supply efficiency of the Jing-Jin-Ji city cluster between 2018 and 2022 is measured by the super-SBM model and the Malmquist index model,and the purpose is to explore the characteristics of public service pattern from the perspectives of time and space.The results show that the efficiency level of public service supply is different in all dimensions in the Jing-Jin-Ji city cluster,and the public education service is ahead of the medical and health services and the social security services;in terms of regional efficiency,there is a gradation pattern with Beijing as the polar core and other cities at uneven levels;and in terms of spatial efficiency,the distribution shows a“point-axis”high value agglomeration,forming a“northeast-southwest”axial high efficiency area.Based on the dynamic evolution of efficiency,it is found that medical and health services take the lead,with the efficiency progress the most significant and the role of technological progress prominent;and the overall efficiency development of the whole region is steady and gradual,showing a good developing trend.Countermeasures and suggestions are proposed after exploring the practical obstructions of efficiency improvement from the three aspects of coordination,resources,and technology.In the future,Beijing,Tianjin,and Hebei should focus on the strategic requirements of coordinated development,and integrate public service resources on the basic situations of the three places,so as to form a new pattern of public service development featuring complementary advantages and win-win cooperation.
