摘 要:重新审视围绕中国市场转型引发的相关争论,可以看到关于中国市场转型的代表性解释主要依据市场主义逻辑而将西方市场体制预设为中国市场转型的目标和范例。这类解释的明显问题就是忽略中国市场转型的政治基础。对中国市场转型的理解应该放置于国家能力建设的脉络中,中国市场转型实质上是中央通过向地方分权来实现治理体制转型:积极培育市场竞争机制,推动效率的提高和财富的创造;借助行政体制分权,增强地方政府发展经济的积极性,同时保持中央在组织人事和财政方面的权力集中。这种独具特色的国家治理体制为构建具有主体性的现代化理论奠定了深厚的实践基础。A review of the debate surrounding the transformation of the Chinese market shows that its representative interpretation is mainly based on the logic of marketism,and the Western market system is presupposed to be the model and goal of China's market transformation.The obvious problem with this type of interpretation is that it ignores the political underpinning of China's market transformation.The key to a true understanding lies in the context of state capacity building.What is essential here is how the central government decentralize its power to achieve the transformation of the governance system.Proactive cultivation of market competition mechanism aims to improve efficiency and facilitate wealth creation.Administrative power decentralization helps to tap the enthusiasm of local governments for economic development while retaining the central government's authority over personnel and financial affairs.This unique state governance system has laid a solid foundation for a modernization theory with Chinese characteristics.
