数智化趋势下“数字政府门户”发展路径实践与思考——以自然资源部门户网站建设为例

摘　　要：政府门户网站作为数字政府面向社会提供服务的最前端和总入口,在赋能政府履职能力提升方面扮演重要角色。随着互联网、云计算、大数据、人工智能等数字技术的快速发展,《数字中国建设整体布局规划》对智慧型数字政府建设提出了明确要求。本文对我国政府门户网站发展的数字化历程及其在不同阶段建设重点和所发挥的作用进行了系统梳理;在自然资源部门户网站建设实践的基础上,对标数字政府建设目标和工作任务,开展数智化趋势下政府门户数智化转型的思考,提出强化政府门户对政务服务资源的统筹作用、推动办事服务的一体化和智能化融合、提升政务数据资源的应用及服务能力、拓展门户网站数智化技术的应用场景等建议,助力和推动形成政府数字治理新格局。As the front end and main entrance for digital government to provide services to the society,government portal websites play an important role in enabling the government to improve its ability to perform its duties.With the rapid development of digital technologies such as the internet,cloud computing,big data,artificial intelligence,and the issuance of"The Overall Layout Plan for the Construction of Digital China",requirements for building an intelligent digital government have been put forward.This paper summarizes and analyzes the digital process of the development of government portal websites in China,as well as their construction focus and roles at different stages.Based on the construction practice of portal website of Ministry of Natural Resources,it makes reflections and proposes suggestions for consisting with the digital government construction goals and carrying out the digital transformation of government portal websites in order to promote the integration of one-stop and intelligent services,enhancing the application and service capacity of government data resources,and expanding the application scenarios of digital technologies in government portal websites,so that to help and promote the formation of a new pattern of digital governance for the government under the new stage and trend.
