摘　　要：随着数字政府建设的全面推进,构建“泛在可及”“智慧便捷”“公平普惠”的新型数字政府门户已成为政府门户网站发展转型目标。本文认为政务资源整合是数字政府门户建设重点,是实现“全景式”服务集成、“一体化”服务协同、“高价值”服务输出的基础底座。基于文献研究,结合实践应用,提出实现政务资源整合的三个关键路径,分别是全维度政务资源梳理,统一政务资源目录体系建设以及涵盖汇聚、融合、发布在内的全周期整合流程构建。在此基础上,进一步分析总结自然资源部门户网站在政策法规类数据开放、业务监管类数据汇聚、办事服务类数据融合等方面的应用成效和不足,为各级政府门户网站夯实政务资源底座、加快网站建设转型提供参考借鉴。With the comprehensive advancement of digital government construction,building a new type of digital government portal that is"ubiquitously accessible","smart and convenient",and"fair and inclusive"has become the development and transformation goal of government portal websites.This paper believes that the integration of government affair resources is an important focus of digital government portal construction,and it is the foundation for achieving"panoramic"service integration,"integrated"service collaboration,and"high-value"service output.Based on literature research and practical applications,this paper proposes three key paths to achieve the integration of government affair resources,which are sorting comprehensive government affair resources,construction of a unified government affair resources catalog system,and the construction of a full-cycle integration process that includes aggregation,fusion,and release.On this basis,the paper further analyzes and summarizes the application effects and deficiencies of the government portal website of Ministry of Natural Resources in areas such as policy and regulation data openness,business supervision data aggregation,and service handling data integration,providing references for government websites at all levels to consolidate the base of government affair resources and accelerate the transformation of website construction.
