新时代自然资源政务公开评估指标体系构建与实证研究

摘　　要：党的十八大以来,我国政务公开工作迈入快车道,被赋予了新的内涵,不断向纵深发展。本文从政务公开新理念、公众需求、平台建设、政策发布等方面概括了新时代政务公开的发展态势。在此基础上,构建了省级、地市级、区县级自然资源政务公开评估指标体系,该体系包括6个一级指标、22个二级指标和14个三级指标,涵盖了自然资源政务公开评估的主要内容和范围,并通过各指标权重赋值实证评估了省级、地市级、区县级自然资源政务公开工作。评估结果显示,基础信息公开、省级部门政策解答、公开渠道和平台建设等方面情况较好,地级市和区县级部门行政规范性文件公开、基层政务公开、公众参与、平台智能化建设方面存在明显短板。本文提出了探索建设自然资源系统行政规范性文件库、加强对地方指导和评测、强化互动功能和公开平台智能化建设等建议。Since the 18th National Congress of the Communist Party of China,the work of transparency in government affairs of China has entered the fast lane,endowed with new connotations,and continuously developed in depth.This paper analyzes and summarizes the development trend and characteristics of transparency in government affairs under the new era from the perspectives of new concepts,public demands,platform construction,policy release,etc.Based on this,a provincial-level,prefecture level,and district level evaluation index system of transparency in government affairs of natural resources is constructed.The index system includes 6 primary indicators,22 secondary indicators and 14 tertiary indicators,covering the main content and scope of transparency in government affairs of natural resources evaluation,and the provincial-level,prefecture level,and district level work of transparency in government affairs of natural resources is empirically evaluated by assigning weights to each indicator.The evaluation results show that the situation is relatively good in terms of basic government information disclosure,policy answers from provincial departments,public channels and platform construction,where there are obvious shortcomings in administrative normative document disclosure at the prefecture level and district levels,in grassroots government affairs disclosure,public participation,and the intelligent construction of open platforms.This paper puts forward suggestions for building an administrative normative document library of natural resources,strengthening guidance and evaluation for local governments,enhancing interactive functions and promoting intelligent construction of open platforms.
