政务信息公开数据安全问题浅析

摘　　要：随着信息技术的快速发展和政府透明度的不断提高,政务信息公开已成为提升政府公信力和满足公民需求的重要途径。政务信息公开数据安全工作在维护国家安全稳定、保护公民权益、提升政府公信力和促进政务信息化发展等方面具有重要意义。数据安全成为数字政府建设下政务信息公开过程中不容忽视的问题。本文从政务信息公开工作现状入手,分析政务信息公开数据安全存在的问题及其原因。针对制度体系不完善、敏感信息裁量范围不明、数据汇集风险升高、安全综合防护力度不够、监管体制不健全等方面问题,提出相关建议,包括健全完善数据制度机制、编制政务信息不予公开目录、提升数据安全技术水平、建立数据治理体系。为应对数据安全挑战,应实现政务信息公开与数据安全的平衡发展。With the rapid development of information technology and the continuous improvement of government transparency,government information disclosure has become an important way to enhance government credibility and meet citizens'needs.Government information disclosure data security is of great significance in maintaining national security and stability,protecting citizens'rights and interests,enhancing government credibility,and promoting the development of government information.Data security in the process of government information disclosure under the construction of digital government has become an issue that cannot be ignored.This paper starts with the current situation of government information disclosure,analyzes the problems and reasons of data security in government information disclosure.In view of the imperfect system,unclear discretion of sensitive information,increasing risk of data collection,insufficient comprehensive security protection,and inadequate regulatory system,relevant suggestions are put forward,including improving the party's data management system and mechanism,perfecting the public catalog,enhancing the level of security technology,and promoting the establishment of a security supervision system.In order to address data security challenges,a balanced development of government information disclosure and data security should be achieved.
