市县两级自然资源网站集约化建设和运维研究

摘　　要：随着信息技术的快速发展,政府网站已成为提供公共服务、促进公众参与的重要平台,网站集约化建设成为政府网站建设的主要形式。本文通过问卷调查法对江苏省4家市级和11家县级自然资源网站建设及运维现状进行调研,分析市级和县级自然资源网站建设存在的问题,提出改进策略。本文认为,集约化平台可整合和优化配置信息资源,避免系统重复建设,提高信息发布集中度和公众服务能力,加强网站安全技术保障,取得较好的应用效果,但也存在网站信息不同步、网站个性化需求无法得到满足、监测手段不足、网站管理不便利等问题。为此,建议从完善网站制度建设、加快技术创新、加大审核力度、加强日常监测和加强部门间沟通协调五个方面解决平台问题,提升自然资源网站建设水平和服务质量,满足公众需求。With the rapid development of information technology,government websites have become an important platform for providing public services and promoting public participation,and website intensive construction has become the main form of government website construction.This article conducts research and analysis on the construction and operation status of 4 municipal and 11 county level natural resources websites in Jiangsu through questionnaire survey method,explores the problems existing in municipal and county level natural resources websites,and proposes improvement strategies.This article believes that intensive platforms can integrate and optimize information resources,avoid duplicate construction of system,improve information dissemination concentration and public service capabilities,strengthen website security technology guarantees,and achieve better application effects.However,there are also problems such as website information inconsistency,inability to meet personalized website needs,insufficient monitoring methods,and inconvenient website management.Therefore,it is suggested to address platform problems from five aspects,which are improving website institutional construction,accelerating technological innovation,increasing review efforts,strengthening daily monitoring and enhancing inter-departmental communication and coordination to improve the level of natural resources website construction and service quality and meet the needs of the public.
