摘 要:通过对2023年以来中央纪委国家监委官网曝光的数十起懒政典型案例进行观察,可发现懒政具有普遍性、隐蔽性和多样性等特点。深究懒政成因,既有公职人员自身的原因,又有权力运行、考核考评、激励、问责及监督等机制方面原因。治理懒政,除强化思想引领提升公职人员素质之外,须构建并完善预防和惩治体系,形成不敢懒、不能懒、不想懒的有效机制。同时,应健全治理懒政的法律制度体系,加快行政伦理法制化建设,使懒政治理走上法治化道路。By observing dozens of typical cases of lazy-governance exposed on the official website of the State Supervision Commission of the Central Commission for Discipline Inspection since 2023, it can be found that lazy-governance is universal, hidden and diverse.The causes of lazy governance are not only the reasons of public officials themselves, but also the reasons of power operation, assessment and evaluation, incentive, accountability and supervision. In addition to strengthening ideological guidance to improve the quality of public officials, it is necessary to construct and improve the prevention and punishment system to form an effective mechanism that does not dare to be lazy, cannot be lazy, and does not want to be lazy. At the same time, we should improve the legal system of governing lazy politics, speed up the legal construction of administrative ethics, and make lazy politics go on the road of rule of law.
