中国式分权与京津冀区域协同创新

摘　　要：京津冀协同创新在政策体系构建、“双链融合”发展及经济效益提升三个方面取得了显著成效,然而,中国式分权的管理体制影响了京津冀协同创新的发展进程,其内在逻辑在于跨地区行政制度壁垒导致创新要素开放共享受阻、市场分割导致三地产业结构错位、政府与市场关系不平衡影响整体协同创新绩效提升。对此,须从政策协调、组织协调、空间布局协调和市场协调四个维度优化区域创新合作模式,完善的政策体制可以有效避免地区间恶性竞争,组织协调有利于激发创新主体合作的积极性,高效融合的空间布局有助于创新链和产业链有效对接、促进创新成果应用转化,政府与市场的有机结合可以规范创新要素有序发展、释放创新活力。Beijing-Tianjin-Hebei collaborative innovation has achieved remarkable results in three aspects:policy system construction,“double-chain integration”development and economic efficiency improvement.However,the Chinese-style decentralized management system and mechanism have affected the development process of Beijing-Tianjin-Hebei collaborative innovation.Its internal logic lies in the fact that cross-regional administrative system barriers hinder the open sharing of innovation factors,market segmentation leads to the dislocation of the industrial structure of the three places,and the imbalance between the government and the market affects the overall improvement of collaborative innovation performance.In this regard,it is necessary to optimize the mode of regional innovation cooperation from the four dimensions of policy coordination,organizational coordination,spatial layout coordination and market coordination.A sound policy system can effectively avoid vicious competition among regions,and organizational coordination is conducive to stimulating the enthusiasm of innovation subjects for cooperation.An efficient integrated spatial layout helps to effectively connect innovation chain and industrial chain,and promote the application and transformation of innovation achievements.The organic combination of the government and the market can regulate the orderly development of innovation factors and release the vitality of innovation.
