摘　　要：矿产资源产业链安全已成为国家安全战略的重要组成部分。随着经济体制改革与政府机构改革,我国矿产资源产业链建设与运行管理不断改革优化,形成了目前政府部门、行业协会、市场主体各司其职、职能互补的三维架构。研究表明,矿产资源产业链体系庞大复杂,在运行中还存在安全责任主体不明、矿产勘查与中下游产业脱节、安全管理数字化水平不高等问题。建议明确矿产资源安全保供责任主体,设立资源安全统筹机构,强化政策制度保障矿产资源勘查工作的持续性与稳定性,建设矿产资源产业链供应链安全大数据系统。The security of mineral resources industry chain has become an important part of national security strategy.With the reform of economic system and government institutions,the construction and operation management of mineral resources industry has been continuously reformed and optimized,and a three-dimensional structure has been formed in which government departments,industry associations,and market players perform their respective duties and complement each other.This study holds that the industrial chain system of mineral resources is huge and complex,there are still problems in its operation,such as the unclear main body of security responsibility,the disconnection between mineral exploration and downstream industries,and the low level of digitalization of safety management.It is suggested that the main body responsible for mineral resource security should be clarified,the coordination agency for resource security should be established,the policy system should be strengthened to ensure the sustainability and stability of mineral resource exploration,and the big data system for mineral resource industrial chain and supply chain security should be built.
