农地确权对农村劳动力转移尺度影响的差异——基于正规信贷约束的调节效应分析

摘　　要：基于CHFS 2013年和CHFS 2015年数据,采用PSM-DID模型分析农地确权对农村劳动力转移尺度的影响,并考察正规信贷约束在其中发挥的调节效应,以及农地确权对农村劳动力转移尺度影响的异质性。研究发现:农地确权对农村劳动力就地转移和异地转移均具有显著的正向影响;正规信贷约束在农地确权对农村劳动力就地转移的影响中具有负向的调节效应;农地确权的劳动力转移效应存在显著的异质性,其中,农地确权对水稻种植文化地区组、劳务输出优势地区组和高收入家庭组的农村劳动力就地转移和异地转移均具有显著的正向影响,但对小麦种植文化地区组、劳务输入优势地区组和低收入家庭组的农村劳动力异地转移则影响不显著。据此提出,应进一步深化土地产权制度改革、优化农村信贷服务体系和激活农村土地市场活力等,以推进农村劳动力和土地城镇化均衡发展。Based on the data from CHFS 2013 and CHFS 2015,the PSM-DID model is used to analyze the impact of farmland right confirmation on the scale of rural labor transfer,and to examine the moderating effect of formal credit constraint,as well as the heterogeneity of the impact of farmland right confirmation on rural labor transfer behavior.The research found that farmland right confirmation has a significant positive impact on the local transfer and out-of-town transfer of rural labor.Formal credit constraint has a negative moderating effect in the impact of farmland right confirmation on local transfer of rural labor.The labor transfer effect of farmland right confirmation shows significant heterogeneity.Of which,farmland right confirmation has a significant positive impact on both the local transfer and out-of-town transfer of rural labor in rice planting culture regions,labor export advantage regions,and high-income family groups,but has no significant impact on the out-of-town transfer of rural labor in wheat planting culture regions,labor import advantage regions,and low-income family groups.According to the findings,it is proposed to further deepen the reform of the land property rights system,optimize the rural credit service system,and activate the vitality of rural land market,so as to promote the balanced development of rural labor and land urbanization.
