摘　　要：【目的】帮助申请人更好地了解专利预审机制,节约知识产权保护中心的审查资源。【方法】结合目前知识产权保护中心的审查实际,辩证阐述专利预审在专利申请过程中的影响。【结果】申请人所有的专利申请未加遴选地全部向保护中心提交专利预审申请,不仅造成了保护中心的预审案件积压,还导致专利预审对部分专利申请产生负面影响。【结论】申请人应对专利进行分级配置,对于不同的专利申请,筛选合适的专利提交专利预审,从根本上摒弃“唯授权论”的做法,真正做到以保护创新为目的申请专利。[Purposes]This paper aims to assist patent applicants in better understanding the impact of patent pre-examination mechanisms,and save the examination resources of the intellectual property protection center.[Methods]Based on the current examination practices of the intellectual property protection center,this paper dialectically elaborates on the impact of patent pre-examination on the patent application process.[Findings]All patent applications submitted by the applicants to the intellectual property protection center without selection not only result in a backlog of pre-examination cases,but also have a negative impact on some patent applications due to pre-examination.[Conclusions]Applicants should classify their patents and select suitable patents for different patent applications to submit for patent pre-examination.Fundamentally,it is necessary to rectify the current trend and view of"only licensing",and truly apply for patents with the aim of protecting innovation.
