浙江省水路运输市场安全监管体系构建探讨

摘　　要：分析浙江省水路运输市场安全监管特点,梳理存在的主要问题和薄弱环节。结合交通强国、世界一流强港、“双随机、一公开”行业安全监管等工作要求,从监管全要素、全流程、全链条出发,构建浙江省水路运输市场安全监管体系,从加强顶层设计、完善法律规范、健全工作机制、深化监管方式等方面提出工作建议,研究结果可为各地优化水路运输市场安全监管提供有益参考和经验借鉴。Through analyzing the characteristics of security regulatory system for the shipping market in Zhejiang Province, the main issuses and weakness are summarized. Considering the requirements of “A country with strong transportation network”, “World-class ports”, “Double random, one public”, a security regulatory system for shipping market in Zhejiang Province is designed containing all important elements,processes, and chains. Some advices are proposed including enhancing top-level design, improving legal regulatory, perfecting the mechanism and optimizing security regulatory, which may provide theoretical and experiential references for other provinces and cities.
