摘　　要：铁路运输调度系统面对极端天气趋多趋强、关键区域运能紧张、货运市场波动加剧等新形势和新挑战,通过积极采取多方举措,实现了调度安全持续稳定、客运供给科学有效和货物发送量连年增长。在分析安全发展新理念、旅客出行更美好、推进物流保通保畅、统筹施工运输组织等方面改革创新实践和存在不足的基础上,研究提出铁路运输调度现代化发展的具体策略,即:提高调度本质安全水平、提升调度指挥服务保障、强化调度集中统一指挥、推进调度信息化创新赋能,更好地服务世界一流铁路企业和中国式现代化建设。The railway transportation dispatching system faces new circumstances and challenges,including increasingly frequent and severe extreme weather events,tight capacity in critical areas,and intensified fluctuations in the freight market.By proactively adopting multiple measures,it has achieved sustained and stable dispatching safety,scientifically effective passenger transport supply,and consistent annual growth in freight volume.By analyzing the innovative practices and shortcomings in areas such as the new concept of safety development,enhancing passenger travel experiences,ensuring smooth and efficient logistics,and coordinating construction and transportation organization,this paper proposed specific strategies for the modernization of railway transportation dispatching.These strategies included improving the intrinsic safety level of dispatching,enhancing the dispatching service support,strengthening centralized dispatching,and advancing informatization-driven innovation to empower dispatching.These efforts may better serve the development of a world-class railway enterprise and the advancement of Chinese-style modernization.
