摘　　要：国家发展改革委已启动“十五五”规划的前期研究工作,公共图书馆应提前思考和全面谋划面向“十五五”时期的关键命题。文章回顾公共图书馆战略规划的发展历程并总结新阶段公共图书馆的业务发展变化,结合规划编制的实践经验,提出公共图书馆“十五五”战略规划的四大思考要点。The National Development and Reform Commission has initiated the preliminary study of the 15th Five-Year Plan,and public libraries should think ahead and comprehensively discuss the major issues for this period.By reviewing the development process of strategic planning in public libraries and the changes in library operations in the new stage,this article puts forward four key points for public libraries in formulating their 15th Five-Year Plans,in the light of practical experience in strategic planning.
