体育产业新质生产力发展的制度诉求及建构路径研究

摘　　要：体育产业新质生产力发展需要形成与之相适应的新型生产关系,建构良好的制度是关键。运用文献资料法、逻辑分析法等,立足体育产业新质生产力发展的制度内涵要义,厘清强化科技创新需高位谋划体育产业引领制度、培育新型生产要素需健全体育产业制度体系、催生跨界融合与新兴业态需与时俱进制定体育产业扶持制度等制度诉求,探析政策体系不健全、体制机制不完善、法律法规较滞后、制度执行不到位等制度困境。基于此,在明确体育产业新质生产力发展制度建构思路与目标的基础上,提出健全政策体系、强化制度引领,建立协同机制、增强政策合力,优化市场机制、合理配置资源,完善法律法规、维护合法权益,强化制度执行、保障制度效果等制度建构举措。The development of new quality productivity in the sports industry requires the formation of corresponding new production relations,with the establishment of a sound system being the key.Utilizing methods such as literature review and logical analysis,and based on the essential connotations of the system for developing new quality productivity in the sports industry,we clarified the institutional demands for strengthening technological innovation through high-level planning of a leading system for the sports industry,cultivated new production factors through improving the institutional system of the sports industry,and fostered cross-sector integration and emerging business models through timely formulation of support systems for the sports industry.It also analyzes the institutional dilemmas,including an incomplete policy system,imperfect institutional mechanisms,lagging laws and regulations,and inadequate institutional implementation.Based on these findings,on the basis of clarifying the ideas and objectives of the construction of the new quality productivity development system of the sports industry,we propose measures for institutional construction,including improving the policy system and strengthening institutional guidance,establishing coordination mechanisms and enhancing policy synergy,optimizing market mechanisms and allocating resources rationally,improving laws and regulations and safeguarding legitimate rights and interests,and strengthening system implementation and ensuring the effectiveness of the system.
