多元主体协同社区体育治理的演化博弈分析与实践策略研究

摘　　要：推进社区体育多元主体协同治理,是打通全民健身国家战略“最后一公里”的必要举措,也是国家治理体系现代化建设的重要内容。借助协同治理理论、利益相关者理论与演化博弈理论,构建以政府、体育社会组织和社区为治理主体的多元主体协同治理模型,探究不同情景下各主体的策略选择情况,并就政府奖惩额与公信力等因素,对治理主体策略选择概率进行仿真分析。发现,适当的政府奖惩额能提高社区与体育社会组织治理积极性,降低政府治理成本;提升社区与体育社会组织治理收益,能促进其选择积极治理策略;政府公信力直接影响监管力度,进而影响各主体的策略选择;社区体育协会能有效降低主体治理成本,促进各主体选择积极策略。实践中,调节政府奖惩力度,引导多元主体协同发展;优化社区体育收支,加强社区自治能力;完善社区体育协会体系,优化体育社会组织收益;构建治理公信机制,健全“自下而上”的反馈渠道。Promoting the multiple collaborative governance of community sports is a necessary part of the“last kilometer”of the national strategy for national fitness and an important component of the modernization of the national governance system.With the collaborative governance theory,stakeholder theory and evolutionary game theory,this study constructed a collaborative governance model of community sports with government,sports organizations and communities as the main governing bodies,and carries out a simulation analysis of the influence of factors such as the amount of government incentives,the amount of government penalties,and the government's credibility on the choice of strategies by the governing bodies.Appropriate government rewards and penalties increase community and sport social organizations governance motivation and reduce government governance costs;Enhancing the benefits of governance and reducing the costs of governance for community and sport social organizations can facilitate their choice of active governance strategies;The credibility of the government directly affects the strength of its regulation,which in turn affects the strategic choices of each subject;The participation of community sports associations in governance effectively reduces the cost of governance and facilitates the choice of positive strategies by each governing body.In practice,regulate the government's rewards and punishments to guide the synergistic development of multiple subjects;Optimizing community sports income and expenditure and strengthening community autonomy;Improve the system of community sports associations,and optimize the revenues of sports social organizations;Construct a credibility mechanism to improve the“bottom-up”feedback channel.
