增加灵活性的诸边谈判机制促进WTO改革研究

摘　　要：当前,科技革命蓬勃发展,新兴经济体群体崛起,全球经贸格局发生巨大变化,WTO的现行规则和机制也出现了不相匹配、不相适应的诸多问题,如WTO规则供给不足,在现代农业、电子商务、跨境数据流动等领域未能有效覆盖等。我国作为全球第一货物贸易大国,对全球经济增长贡献巨大,被众多国家赋予了很高的期望,应当积极有为,密切关注WTO当前面临的问题并积极参与相关问题的解决。为应对当前面临的挑战,我国可从诸边谈判模式入手,引入更具灵活性和包容性的谈判机制,弥补现有多边谈判的局限性。在确保发展中国家利益的同时,推动各方就新兴领域达成务实共识,从而增强WTO规则体系的适应性和覆盖范围。最终,通过多边和诸边机制的有机结合,助力WTO在新一轮全球经济治理中发挥更大作用,为推动开放、包容、可持续的全球化贡献力量。Currently,the technological revolution is flourishing,emerging economies are rising,and the global economic and trade landscape is undergoing significant changes.The current rules and mechanisms of the WTO are also facing many problems of mismatch and unsuitability,such as insufficient supply of WTO rules and ineffective coverage in modern agriculture,e-commerce,cross-border data flow,and other fields.As the world's largest trading nation in goods,China has made significant contributions to global economic growth,garnering high expectations from numerous countries worldwide.China should actively take proactive measures,closely monitor the current problems faced by the WTO,and actively participate in the resolution of related issues.In order to address current challenges,China can start with the plurilateral negotiation model and introduce more flexible and inclusive negotiation mechanisms to compensate for the limitations of existing multilateral negotiations.While ensuring the interests of developing countries,China should promote pragmatic consensus on emerging areas among all parties,thereby enhancing the adaptability and coverage of the WTO rule system.Ultimately,through the organic combination of multilateral and plurilateral mechanisms,China will help the WTO play a greater role in the new round of global economic governance and contribute to promoting open,inclusive,and sustainable globalization.
