摘　　要：“东桑西移”工程的实施对中西部地区蚕桑产业发展具有重要意义。为评估“东桑西移”工程对中西部地区蚕桑产业发展的影响,采用1999—2021年我国16个蚕茧主产区的数据,并运用双重差分法进行政策效应的检验。研究发现,“东桑西移”工程的提出显著促进了中西部地区蚕桑产业的发展,且随着年份的推移影响效果愈加明显;在短期效应和长期效应方面,政策的实施对于蚕茧产量、生丝产量和丝绸类商品出口均有正向影响,但对丝绸类商品出口的影响并不显著。基于此,从政策评估效应、政策跟随与预判、主要影响因素3个方面提出助推我国蚕桑产业高质量发展的对策建议。The implementation of the“Moving of Sericulture from East to West”project plays a significant role in the development of the sericulture industry in the central and western regions.To assess the impact of this project on the deve-lopment of the sericulture industry in these regions,data from 16 primary silkworm cocoon-producing regions from 1999 to 2021 were used in this study to test the policy effects with the Difference-in-Differences method.The research found that the initiation of the“Moving of Sericulture from East to West”project markedly fostered the development of the sericulture industry in the central and western regions,with the effects becoming more pronounced as time progressed.In terms of short-term and long-term effects,the implementation of the policy had positive impacts on silkworm cocoon production,raw silk output,and silk product exports,but the influence on silk product exports was not significant.Ba-sed on this,the paper proposes recommendations for promoting the high-quality development of China’s seri-culture industry,focusing on three main aspects,name-ly,policy evaluation effects,policy anticipation and adaptation,and main influencing factors.
