共同富裕视角下农村集体经济利益联结机制重构:实践模式、运行机理与保障路径

摘　　要：共同富裕作为发展和共享的有机统一,内含经济性与规制性、均衡性与差异性的融洽之义,而以农民专业合作社、涉农企业等为中心的传统利益联结机制无法实现此种融洽。农村集体经济组织具有成员服务和财产管理双重职能,具备联结多方主体的制度优势,以此为中心重构利益联结机制能够切实促进农村经济发展和农民利益共享,实现乡村共同富裕。研究发现,实践中以农村集体经济组织为中心对外联结新型农业经营主体、其他农村集体经济组织的发展模式,以及对内联结村民、村干部的共享模式,通过产业合作制度、政府管理制度、激励制度、帮扶制度实现了经济性与规制性、均衡性与差异性的双重统一。基于此,以«农村集体经济组织法»相关规定为基础,贯彻农村集体经济组织主体身份制度、落实主体行为制度以强化联结主导地位;整合投资入股制度、健全政府管理制度以保障对外联结;完善利益分配制度、优化内部治理制度以保障对内联结,能够达成发展和共享的再统一。As an organic unity of development and sharing,common prosperity embodies the harmony between economy and regulation,balance and differentiation.However,traditional interest linkage mechanisms centered around farmer professional cooperatives and agriculturalenterprises cannot achieve this harmony.Rural collective economicorganizations have dual functions of member services and property management,and have institutional advantages in connecting multiple stakeholders.Centered on this,restructuring the interest linkage mechanism can effectively promote rural economic development and farmers’benefit sharing,and achieve common prosperity in rural areas.Research has found that in practice,centered around rural collective economic organizations,the development model which connects new agricultural management entities and other village collectives externally,as well as the sharing model that connects villagers and village cadres internally,has achieved a dual unity of economy and regulation,balance and differentiation,through industrial cooperation systems,government management systems,incentive systems and assistance systems.Based on the relevant provisions of the Rural Collective Economic Organization Law as the basis,the paper suggests implementing the system of rural collective economic organization subject identity and the system of subject behavior to strengthen the dominant position of linkage,integrating the investment and shareholding system and the improve government management system to ensure external connections.The paper also advise improving the interest distribution system and optimize the internal governance system to ensure internal connections,so as to achieve the reunification of development and sharing.
