科技全球化背景下新加坡保持半导体产业链供应链韧性机制研究  

Research on Supply Chain Resilience Mechanism of Singapore Maintaining Semiconductor Industry Chain in the Context of Technology Globalization

摘　　要：半导体产业是信息技术和数字经济发展的基石。目前,半导体产业总体上保持全球化特征,但是,近年来,随着美国、欧盟等一些主要经济体在科技创新战略竞争驱动下采取的贸易保护主义政策,全球半导体产业逐渐出现本土化、区域化趋势,引发半导体产业供应链脆弱性风险。在科技全球化背景下,从投融资及税收优惠政策、基础设施建设、人才培养、产业转型升级战略、知识产权保护、综合生态系统构建、供应链供需均衡等维度,研究梳理了新加坡保持半导体产业链供应链韧性机制,以期在全球政治、经济不确定风险加剧的情况下,对加快我国半导体产业发展以及保持半导体产业链供应链安全稳定提供一定的借鉴和启示。Semiconductor industry is the cornerstone of information technology and digital economy development.At present,the semiconductor industry generally maintains the globalization characteristics,however,in recent years,with the trade protectionist policies adopted by some major economies such as the United States and the European Union driven by the strategic competition in science and technology innovation[1],the global semiconductor industry has gradually appeared to be localized and regionalized[2],which triggers the risk of supply chain vulnerability in the semiconductor industry.In the context of scientific and technological globalization,from the investment and financing and tax incentives,infrastructure construction,talent training,industrial transformation and upgrading strategies,intellectual property protection,integrated ecosystem construction,supply and demand balance of the supply chain and other dimensions,the study combed Singapore to maintain the semiconductor industry chain supply chain resilience mechanism,in order to accelerate the development of China's semiconductor industry in the context of the intensification of the risk of global political and economic uncertainty as well as to maintain the security and stability of the semiconductor industry chain supply chain to provide certain reference and inspiration.
