老年人体育创新发展的逻辑缘由、现实困境与应对策略

摘　　要：采用文献资料、逻辑分析、实地调查等方法,从宏观整体的视角,按照逻辑缘由、现实困境、应对策略的结构框架,对新时代中国老年人体育创新发展进行了审视。笔者认为:正视老龄事实、重视健康公平、检视政策制度是推进老年人体育创新发展的行动缘由。老年人体育发展,纵深推广遭遇诸多阻滞、多元共治尚未形成合力、城乡融合矛盾依然突出、公共服务财政支持不足等问题仍然没有得到有效破解。应对策略紧扣中国式体育现代化建设的时代主题,协同多元主体疏通老年人体育发展堵点;深化政府机构和放管服“两项”改革,明确老年人体育高质量发展的职能定位;遵循城乡关系从割裂走向融合的制度逻辑,逐步缩减老年人体育非均衡发展差距;围绕财政制度在国家治理中的适配地位,探索老年人体育公共服务提质升级新方案。This paper adopts the methods of literature review,logical analysis and field investigation,from the perspective of macrocosm,according to the structural framework of logical causes,realistic predicaments and coping strategies,to exame the innovative development of sports for the elderly in China in the new era.It is concluded that facing up to the fact of aging,attaching importance to health equity and examining the policy system are the reasons for promoting the innovative development of sports for the aged.There are still many unsolved problems of sports for the elderly,such as the obstacles in promoting sports for the elderly,the lack of joint efforts of governance of multiple subjects,the contradiction between urban and rural integration and the lack of financial support for public services.This paper puts forward the corresponding strategies,to keep up with the Chinese-style sports modernization of the theme of the times,dredge the blocking point of the development of sports for the elderly with multiple subjects;deepen the“two”reforms of government agencies and supervision and service,and clarify the function orientation of high-quality development of sports for the elderly;follow the institutional logic of the relationship between urban and rural areas from separation to integration,and reduce the gap of the unbalanced development of sports for the elderly;and explore a new scheme to upgrade the quality of public sports service for the elderly based on the fitting position of financial system in national governance.
