“机遇”还是“挑战”:数字乡村建设能否缓解县域经济不平衡?

摘　　要：实现县域经济协调发展是落实乡村振兴战略和推动共同富裕的题中之义。论文在构建数字乡村建设对县域经济不平衡的影响及其作用机制的理论分析框架基础上,构造2019年和2020年两期面板数据并对其进行实证检验。研究结果表明,数字乡村建设水平对县域经济不平衡程度具有显著的负向影响。从区域异质性分析来看,数字乡村建设在东部沿海地区对县域经济不平衡具有显著的缓解作用,而在中部和西部地区的缓解作用不明显;数字乡村建设对城市群的县域经济不平衡具有显著的缓解作用,而对非城市群的县域经济不平衡没有显著影响。机制分析表明,科技创新和创业活动是数字乡村建设影响县域经济不平衡的主要路径。数字乡村建设可以显著提高科技创新水平和提升县域创业活跃度,从而缓解县域经济不平衡。论文建议未来从加大数字乡村建设投入,提升数字乡村建设成效;实施差异化的数字乡村建设路径,促进区域间数字乡村建设联动;推动科技创新和完善创业支持政策,激发县域经济活力三方面入手改善县域经济发展的不平衡状况。Based on the theoretical analysis framework of the impact of digital village construction on county economic imbalance and its mechanism of action,this paper uses the digital village index to match with county statistical data.It constructs two periods of panel data in 2019 and 2020 to empirically test it.The findings show that(1)the level of digital village construction has a significant negative impact on the degree of county economic imbalance,a conclusion that still holds after instrumental variable regression and a series of robustness tests,indicating that digital village construction can effectively alleviate county economic imbalance.(2)The analysis of regional heterogeneity reveals that digital village construction significantly mitigates county economic imbalances in the eastern coastal region.In contrast,its impact in the western and central regions is less pronounced.Additionally,digital village construction shows a significant effect in reducing economic imbalances within urban agglomerations,whereas its influence is not significant in non-urban agglomerations.(3)Mechanism analysis shows that science and technology innovation and entrepreneurial activities are the main ways digital village construction affects county economic imbalance.Digital rural development can greatly enhance scientific and technological innovation and boost entrepreneurial activity in rural areas,thereby helping to alleviate economic imbalances in these regions.Therefore,it is recommended to increase the investment in digital village construction to improve the effectiveness of digital village construction;implement differentiated approaches to digital village construction and fostering linkages between regions for collaborative development;and promote scientific and technological innovation and improve entrepreneurship support policies to stimulate the vitality of county economies.
