政府激励与企业实行智慧工地演化博弈研究

摘　　要：针对我国目前建筑业信息化发展的现状,政府提出了推行智慧工地的政策,为建筑业数字化转型奠定了坚实的基础。从博弈论的视角,构建了以政府和建筑企业为主体的演化博弈模型,并通过复制动态方程分析了政府与建筑企业的行为演化规律及其稳定策略。此外,还深入探讨了影响政府和建筑企业策略选择的关键因素。研究结果表明,政府在维持现状中获得的收益、政府对智慧工地的投资成本及企业在不实行智慧工地时政府所承担的成本,并不影响双方策略选择。相反,影响政府与建筑企业策略选择的关键因素包括:政府在建设项目中获得的额外收益、建筑企业在实行智慧工地时的成本与收益、建筑企业在不实行智慧工地时的成本与收益及在政府激励政策下企业实行智慧工地时的补贴与不实行智慧工地时按原基础征税的情况。最后,本文提出了实质性建议,以促进建筑企业积极实行智慧工地。In view of the current situation of the development of informatization in the construction industry in China,the government has put forward the policy of implementing smart construction sites,which has laid a solid foundation for the digital transformation of the construction industry.From the perspective of game theory,an evolutionary game model with government and construction enterprises as the main body is constructed,and the behavioral evolution law and stability strategy of government and construction enterprises are analyzed by replicating dynamic equation.In addition,the key factors affecting the strategic choice of government and construction enterprises are also discussed.The results show that the government’s benefits from maintaining the status quo,the government’s investment costs in the smart site and the costs borne by the government when enterprises do not implement the smart site do not affect the strategic choice of both parties.On the contrary,the key factors affecting the strategic choice of the government and construction enterprises include:the additional income obtained by the government in the construction project,the costs and benefits of the construction enterprises in the implementation of the smart site,the costs and benefits of the construction enterprises in the absence of the implementation of the smart site,and the subsidies of the enterprises in the implementation of the smart site under the government incentive policy and the taxation on the original basis.Finally,this paper puts forward substantive suggestions to promote construction enterprises to actively implement smart worksites.
