摘　　要：为了研究造价改革后相对于造价改革前施工企业投标报价面临的新风险,从而构建施工投标报价风险的构念,本文利用文献分析法、专家访谈法等,分析水利工程施工投标报价特点及其组成、施工投标报价各项费用的风险,揭示施工投标报价风险构念的影响机理。在此基础上,通过分析基于施工企业、建设单位和建设市场等维度的风险,构建造价改革背景下施工投标报价风险构念。研究成果可为建立造价改革背景下施工投标报价风险评价指标体系以及度量施工投标报价风险提供参考。To explore the new risks faced by construction enterprises in bid quotation under cost reform compared to the pre-reform period,this paper aims to construct a framework for bid quotation risks.Using methods such as literature analysis and expert interviews,the study examines the characteristics and components of bid quotations for water conservancy projects and analyzes the risks associated with various cost elements in construction bid quotations,revealing the mechanisms influencing bid quotation risks.Based on this,the study constructs a risk framework for bid quotations under the context of cost reform by analyzing risks from the perspectives of construction enterprises,project owners,and the construction market.The findings provide a reference for establishing a risk evaluation index system and measuring bid quotation risks under cost reform.
