摘　　要：基于沈阳水务数据管理和应用实践的研究,以标准体系实现数据高效流通性、以数据指标生产要素全过程质量控制确保数据的准确性、利用区块链实现数据的可回溯,形成以标准促进应用、以应用反哺标准、数据管理与数据应用有机融合的管理闭环。建立全面的数据准入标准,借助实时的质量监测手段,全面提升数据质量,为后级的数据使用单位提供数据应用和分析的基础。Based on the research of Shenyang Water data management,this paper aims to achieve efficient data circulation through standard system,ensure data accuracy through the full process quality control of data indicators as production factors,and use blockchain to achieve data traceability.It forms an organic integration of data management and data application by promoting applications with standards and nourishing standards with applications,and establishes a comprehensive data access standard to enhance data quality through real-time quality monitoring means.It provides a basis for data application and analysis for subsequent data use units.
