摘　　要：作为我国首个区域一体化的先行区与示范区,长三角一体化发展对于探索我国区域一体化发展的制度体系和路径模式、引领全国高质量发展具有重要的意义。“十四五”以来,长三角一体化发展取得重大成就:继续发挥全国经济增长重要引擎作用;科技创新一体化发展初见成效;产业合作日益紧密,产业链韧性增强;基础设施互联互通水平不断提升;一体化体制创新与功能平台建设作用突显,引领高质量区域合作;生态环境联防联治、共建共享成效显著,绿色一体化发展取得共识;共同富裕试点率先推行,基本公共服务均等化走在全国前列。然而,在新阶段、新形势下,与国家赋予长三角战略定位的要求相比,长三角一体化发展仍存在产业链关键环节受制于人、国内国际双循环战略链接的作用不强、尚未形成具有国际竞争力的创新创业环境、专业化分工格局还有待提升等问题。未来要推进长三角高质量一体化发展,须加快培育新质生产力,形成高水平一体化合作路径;推进一体化体制机制创新;继续发挥建设全国统一大市场的龙头带动作用。As the first pilot area for regional integration in China,the integrated development of the Yangtze River Delta holds significant importance for exploring the institutional system and path model of regional integration in China,and for leading high-quality development nationwide.Since the“14th Five-Year Plan”,the integrated development of the Yangtze River Delta has achieved major accomplishments:it continues to act as a vital engine for national economic growth;the integration of scientifi c and technological innovation has begun to show results;industrial cooperation has become increasingly close,enhancing the resilience of industrial chains;the level of infrastructure connectivity has been continuouslyimproved;the role of integrated institutional innovation and functionalplatform construction has become prominent, leading high-quality regionalcooperation;joint prevention and treatment of the ecological environment,as well as joint construction and sharing, have achieved signifi cant effects,and a consensus on green integrated development has been reached;pilot programs for common prosperity have been initiated first, andthe equalization of basic public services is at the forefront of the nation.However, in the new stage and under new circumstances, compared to thestrategic positioning assigned by the nation, the integrated development ofthe Yangtze River Delta still faces issues such as being subject to others in keylinks of the industrial chain, the role of the dual circulation strategy linkingdomestic and international aspects is not yet strong, an internationallycompetitive environment for innovation and entrepreneurship has not yetbeen formed, and the professional division of labor pattern still needs to beenhanced. To promote high-quality integrated development of the YangtzeRiver Delta in the future, it is necessary to accelerate the cultivation of newproductive forces and form a high-level path of integrated cooperation;to advance the innovation of integrated institutional mechanisms;and tocontinue
