摘  要:新能源出力具有显著的不确定性,致使电力系统运行稳定性受到了极大的不利影响,故提出含高渗透新能源电力系统的分层优化自动化控制方法。确定分层优化自动化控制结构——初级控制、二级控制与三级控制。初级控制应用下垂控制技术初步控制电压、频率与功率;二级控制通过改进一致性算法对初级控制电压偏差、频率偏差进行继续调节,并重新分配新能源功率;三级控制以新能源电力系统发电成本最小化为目标,应用增量成本一致性优化算法获取发电单元发电量最佳配置数值。通过三层控制策略的实施,即可实现含高渗透新能源电力系统的有效控制。实验数据显示,应用提出方法可以将新能源电力系统电压与频率控制在限值范围内,总发电成本最小值为189万元。Due to the significant uncertainty of the new energy output,the operation stability of the power system has been greatly affected,so a hierarchical optimization automatic control method with high penetration of new energy power system is proposed.The hierarchical optimal automation control structure is determined-primary control,secondary control and tertiary control.In primary control,sag control technology is applied to control voltage,frequency and power.The secondary control adjusts the voltage deviation and frequency deviation of the primary control by improving the consistency algorithm,and redistributes the new energy power.The three-level control aims to minimize the generation cost of the new energy power system,and uses the incremental cost consistency optimization algorithm to obtain the optimal configuration value of the generation unit.Through the implementation of the three-layer control strategy,the effective control of the new energy power system with high penetration can be realized.Experimental data show that the proposed method can control the voltage and frequency of the new energy power system within the limit range,and the minimum total power generation cost is 1.89 million yuan.
