学位论文质量社会监督机制反思——以《学位法》第三十一条为展开

摘  要:《学位法》第三十一条增设了学位质量保障条款,要求学位授予单位为了保证授予学位的质量,需要“及时公开相关信息,接受社会监督”,然而最关键的学位论文质量社会监督机制在我国实质缺失。目前不仅学位授予单位没有选择通过推进学位论文的公开来主动接受社会监督,而且公共图书馆和商业数据库等也难以成为公众监督学位论文质量的平台。建立学位论文质量社会监督机制,既是公众作为纳税人参与财政绩效评价的内在要求,也利于弥补现有学位论文质量监督机制的不足。因此,首先需要推动学位论文即时开放获取,其次由国家图书馆建设学位论文开放获取统一平台,最后健全学位论文学术不端举报制度。未来《学位法》第三十一条应当进一步完善学位论文质量社会监督机制。Article 31 of the Degree Law has added a clause on degree quality assurance,requiring degree conferring institutions to“timely disclose relevant information and accept social supervision”in order to ensure the quality of degree conferring,however,the most crucial mechanism for social supervision of the quality of academic dissertations is essentially lacking in China.At present,not only have degree conferring institutions not chosen to actively accept social supervision by promoting the disclosure of their degree theses,but public libraries and commercial databases are also difficult to become platforms for the public to supervise the quality of degree theses.Establishing a social supervision mechanism for the quality of degree theses is not only an inherent requirement for public as taxpayers participation in financial performance evaluation,but also helps to make up for the shortcomings of existing mechanisms for supervising the quality of degree theses.Therefore,it is necessary to first promote instant open access to degree these,secondly establish a unified platform for open access to degree theses by the National Library,and finally improve the system for reporting academic misconduct in degree theses.In the future,Article 31of the Degree Law should further improve the social supervision mechanism for the quality of degree theses.
