延庆区古城河、妫水河沿线六座水工程应急联合洪水调度复盘分析

摘　　要：2023年7月29日至8月2日,受台风“杜苏芮”影响,延庆区发生流域性洪水过程,其中古城河、妫水河出现10年一遇洪水,为保障河道内水利工程及沿线防洪安全,延庆区水务局对古城河沿线2座水工程及妫水河下游4座水工程开展联合洪水调度。基于对6座水工程联合调度过程及该区域雨水情为分析对象,复盘、分析调度全过程信息,查找分析洪水防御中水工程联合调度暴露的问题,可为今后更有效实现下游错峰削峰目标,开展水工程联合洪水调度提供有效建议,提升流域性洪水防御应对能力。From July 29 to August 2,2023,affected by Typhoon Dusurui,Yanqing District experienced a basin-wide flood process,including a 10-year flood in Gucheng River and Guishui River.In order to ensure the safety of water conservancy projects in the river and flood control along the river,the Yanqing District Water Affairs Bureau carried out joint flood dispatching of two water projects along the Gucheng River and four water projects downstream of the Guishui River.Based on the joint dispatching process of the six water projects and the rainfall conditions in the area as the analysis objects,the information of the entire dispatching process was reviewed and analyzed,and the problems exposed by the joint dispatching of water projects in flood defense were found and analyzed.This can provide effective suggestions for more effectively achieving the downstream peak shifting and shaving goals in the future,and carrying out joint flood dispatching of water projects,and enhance the basin-wide flood defense response capabilities.
