摘　　要：为评价公安机关在大型活动安保中警用装备保障能力,克服公安机关在警用装备评价工作中指标体系不充分、评价方法不恰当的问题。首先,基于霍尔三维结构德尔菲法建立大型活动安保警用装备保障能力评价指标体系,并将各类警用装备映射到指标体系中;其次,采用G1法与变异系数法计算各个指标的主客观权重,然后利用最小信息熵公式计算组合权重;最后,基于二维云模型评价理论建立大型活动安保中警用装备保障能力评价数学模型,并应用该模型对某市公安局执行的一场大型活动安保任务进行警用装备保障能力评价。结果表明:该评价模型可以较好地对大型活动安保中警用装备保障能力量化评估,可进一步推广和应用。To evaluate the police equipment support capability of public security organs in large-scale events security and solve the problems of insufficient index system and inappropriate evaluation methods of public security organs in the evaluation of police equipment,an evaluation model for the support capability of police equipment in large-scale event security was constructed based on Hall’s three-dimensional structure and Delphi method,and various types of police equipment were mapped into the index system.Then,G1 method and variation coefficient method were used to calculate the subjective and objective weights of each index while the minimum information entropy formula and genetic algorithm are used to solve the combination weights.Finally,based on the twodimensional cloud model evaluation theory,a mathematical model for evaluating the support capability of police equipment in large-scale events security was established and applied to evaluate the security capability of police equipment for a large-scale event carried out by a city’s public security bureau.The results show that the evaluation model can effectively quantify the support capability of police equipment in large-scale events security,worth further promotion and application.
