摘　　要：近年来,航空产业规模不断扩大,飞行安全问题越来越多,安全形势日益严峻,试飞安全管理越来越受到管理者的重视。安全风险管理作为试飞安全管理的核心,执行过程中存在安全风险管理与实际作业联系不紧密、风险识别与措施落实不到位等情况,给试飞业务带来安全隐患,最终导致不安全事件发生。文章基于质量管理的PDCA法,将PDCA循环与安全风险管理R相结合,提出RPDCA的新理念,将安全风险管理落实到试飞业务各项工作、各个岗位中,建立全员参与安全管理的试飞安全文化,提升试飞安全风险管理的水平并持续改进。In recent years,the scale of the aviation industry has continued to expand,and there have been more and more flight safety issues.The safety situation has become increasingly severe,and flight test safety management has received more and more attention from managers.As the core of flight test safety management,safety risk management is not closely related to actual operations during the execution process,and risk identification and measures are not implemented properly,which brings safety hazards to the flight test business and ultimately leads to unsafe incidents.It is urgent to seek effective security risk management methods and approaches.Based on the PDCA method of quality management,the PDCA cycle is combined with safety risk management,and a new concept of RPDCA is proposed to implement safety risk management in all aspects and positions of flight testing business,establish a flight testing safety culture where everyone participates in safety management,improve the level of flight testing safety risk management,and continuously improve it.
