水利水电工程移民安置规划与和美乡村建设相关问题研究

摘　　要：为了研究水利水电工程移民安置与和美乡村建设规划相结合问题,采用因类制宜、分类施策的方法,在分析现有的水利水电工程移民安置方式的基础上,提出了农业化大量集中安置的工程移民安置方式可以作为工程移民安置规划与和美乡村建设的对接口,从而在工程移民新村安置规划设计中植入和美乡村建设规划的理念,同时在工程移民新村安置规划中,提出建设和美乡村规划应该注意的问题。研究结果表明,在农业化大量集中安置的移民新村安置规划设计中,把工程移民安置规划做成融入和美乡村建设内容的综合性规划是可行的,并且要重点做好工程移民新村基础建设规划、和美乡村生态文明建设规划、工程移民新村经济发展模式规划等主题,将工程移民搬迁安置与贯彻国家推进农业强国、建设和美乡村的要求有机融合,实现工程移民可持续发展。In order to study the integration of resettlement of water conservancy and hydropower engineering immigrants with the planning of beautiful rural construction.Based on the analysis of ex⁃isting resettlement methods for water conservancy and hydropower projects,a method of classifying and implementing policies is proposed to integrate the agricultural large-scale centralized resettle⁃ment of engineering immigrants into the planning and design of engineering immigrant new villages.This can serve as an interface between the planning of engineering immigrant resettlement and the construction of beautiful rural areas.Furthermore,the concept of beautiful rural area construction planning is integrated into the planning and design of engineering immigrant new villages.At the same time,the issues that should be noted in the planning and construction of beautiful rural areas are also highlighted in the planning of new villages for engineering immigrants.The research results indicate that in the planning and design of resettlement in immigrant villages with a large number of centralized agricultural settlements,it is feasible to integrate the engineering resettlement plan with the construction of beautiful rural areas.It is also necessary to focus on planning the basic construc⁃tion of these villages,the ecological civilization development of beautiful rural areas,and the eco⁃nomic development model of engineering resettlement villages.The relocation and resettlement of en⁃gineering resettlement should be organically integrated with the requirements of promoting agricul⁃tural strength and building beautiful rural areas by the country,and sustainable development of engi⁃neering resettlement should be achieved.
