乡村振兴背景下土地利用功能转型研究——以武汉市洪山区“三生空间”为例

摘　　要：乡村振兴战略是我国政府为推动农业、农村和农民的全面发展而实施的一项重要政策,有助于推动城乡一体化进程。但随着农业现代化的发展,部分地区的生态环境承载力面临着一定的挑战。农药和化肥过度施用、水土流失、土地退化等问题依然存在。研究探讨了武汉市洪山区“三生空间”土地利用功能转型情况,并结合当年统计年鉴的经济、人口和城镇化率等数据,分析区域土地资源开发利用和“三生空间”结构布局。研究结果表明,要优先规划保护新区内的东湖水系、汤逊湖水系、湿地和林地等重点生态用地,节约集约利用生产用地,提高生产空间土地利用的生态效益,实现洪山区经济、社会和生态的持续健康发展。The rural revitalization strategy is an important policy implemented by the Chinese government to promote the comprehensive development of agriculture,rural areas and farmers,which helps to promote the process of urban-rural integration.However,with the agricultural moderniza⁃tion,the carrying capacity of the ecological environment in some areas is facing certain challenges.Problems such as excessive appli⁃cation of pesticides and fertilizers,soil erosion,and land degrada⁃tion still exist.The study explores the transformation of land use functions in the"ecological,produc⁃tion and living spaces"of Hong⁃shan District,Wuhan City,and analyzes the development and utiliza⁃tion of regional land resources and the structural layout of the"ecological,production and living spaces"by combining the data on economy,population and urbanization rate from the current year's statistical yearbook.The results of the study show that priority should be given to the planning and protection of key ecological land,such as the water system of Donghu Lake and the water system of Tangxun Lake,wetlands and forests in the new area,the economic and intensive use of production land,the improvement of the ecological efficiency of land use in production space,and the realization of the sustained and healthy develop⁃ment of Hongshan District in terms of the economy,society and ecology.
