京津冀地区2013—2022年细颗粒物和臭氧污染时空变化及健康效益评估

摘  要:为掌握京津冀地区政策实施期间细颗粒物(PM_(2.5))和臭氧(O_(3))的时空变化特征和人群健康影响,基于大气环境监测和流行病学数据,分析了2013—2022年监测站点污染物浓度的时空变化,并评估了暴露水平变化的健康效应。结果表明:总体上,2013—2022年京津冀地区PM_(2.5)浓度呈下降趋势,O_(3)日最大8 h滑动平均值(O_(3)-8 h)则呈现先升后降的趋势,复合污染天数明显下降;归因于PM_(2.5)的早逝人数和经济损失呈下降趋势,2013—2022年避免了45477人的过早死亡和188.46亿元的经济损失;归因于O_(3)的早逝人数及经济损失呈现先升后降的趋势,中部和南部较严重。研究显示,京津冀地区PM_(2.5)污染的治理卓有成效,但O_(3)污染问题凸显,建议强化O_(3)污染防控措施。In order to grasp the spatial and temporal variation characteristics and population health effects of fine particulate matter(PM_(2.5))and ozone(O_(3))during the implementation of the policy in the Beijing-Tianjin-Hebei region,based on atmospheric monitoring and epidemiological data,the spatial and temporal change of the pollutant concentrations in monitoring stations from 2013 to 2022 was analyzed,and the health effects of the exposure level changes were assessed.Results showed that:PM_(2.5) in the Beijing-Tianjin-Hebei region decreased from 2013 to 2022,and O_(3)daily maximum 8 h sliding mean(O_(3)-8 h)showed an increasing and then decreasing trend.The number of compound pollution days declined significantly.The number of premature deaths and economic losses attributable to PM_(2.5) were trending downward,with 45477 premature deaths and 18.846 billion yuan in economic losses averted from 2013 to 2022.The number of premature deaths and economic losses attributable to O_(3)were increasing and then decreasing,with the central and southern regions being more affected.The study showed that the control of PM_(2.5) pollution in the Beijing-Tianjin-Hebei region was highly effective,but the problem of O_(3)pollution was highlighted.It was recommended that measures to prevent and control O_(3)pollution should be strengthened.
