习近平外交思想视角下中美文化外交分析

摘　　要：文化外交是一国对外政策的重要组成部分。在习近平外交思想的指导下,文化外交在中国特色大国外交中的作用日渐突出。中美文化外交是中美双边关系中的重要一环,体现着习近平外交思想的深刻内涵。中美文化外交形式多样、内容丰富、领域宽广、参与主体广泛;中美文化外交近年来陷入困境,根本原因是美方坚持错误对华认知和漠视中方利益,直接原因是发展道路不同导致的治理理念分歧。美国对华战略竞争性会长期存在,中美关系发展态势尚不清晰,文化外交的缓冲作用也会受限。中国对美文化外交应在服务于国家战略的前提下,推动中美减少彼此误读,实现其“减压阀”作用。Cultural diplomacy is an important component of a country’s foreign policy.Under the guidance of Xi Jinping’s thought on diplomacy,the role of cultural diplomacy in China’s distinctive diplomacy as a major country has become increasingly prominent.Sino-U.S.cultural diplomacy is an important part of Sino-U.S.bilateral relations,reflecting the profound connotation of Xi Jinping’s diplomatic thought.This paper analyzes Sino-U.S.cultural diplomacy under Xi Jinping’s diplomatic thought and draws the following conclusions:Sino-U.S.cultural diplomacy is diversified in form,rich in content,broad in scope with a wide range of participating subjects;Sino-U.S.cultural diplomacy has been in trouble in recent years,the fundamental reason is that the U.S.side adheres to the wrong cognition of China and disregards the interests of the Chinese side;the direct reason is the divergence of the concept of governance caused by different paths of development.This paper argues that the strategic competitiveness of the U.S.towards China will exist for a long time,the trend of Sino-U.S.relations is still unclear,the buffer role of cultural diplomacy will be limited.China’s cultural diplomacy with the U.S.should serve the premise of national strategy,promote the U.S.and China to reduce each other’s misinterpretation,and realize its role as a“pressure-reducing valve”.
